Secret\u00e1rio do cardeal-legado Ruffo, referend\u00e1rio da Assinatura (1758), tesoureiro da C\u00e2mara apost\u00f3lica (1766) e cardeal (1773), depois de eleito celebrou o 19\u00ba Ano Santo (1775) e nomeou uma comiss\u00e3o para rever a condena\u00e7\u00e3o dos jesu\u00edtas. Considerados inocentes, ordenou que continuassem seu trabalho na Igreja e designou um jesu\u00edta como primeiro bispo de Baltimore. Papa teve de enfrentar problemas grav\u00edssimos, dentre os quais o jurisdicionalismo, contra Fernando IV de N\u00e1poles e tamb\u00e9m contra o imperador Jos\u00e9 II, motivo pelo qual decidiu viajar para Viena (1782).\n\nApesar da acolhida triunfal e de car\u00e1ter moderado e conciliador, o resultado de sua viagem foi desprez\u00edvel. Tamb\u00e9m teve problemas com os jansenistas de Scipione de&#8217;Ricci, no Gr\u00e3o-Ducado da Toscana (1780-1794) e um problema maior com a czarina Catarina II da R\u00fassia, que se recusou a aceitar a aboli\u00e7\u00e3o da Companhia de Jesus. Em rela\u00e7\u00e3o \u00e0 Revolu\u00e7\u00e3o francesa, o papa condenou a constitui\u00e7\u00e3o civil do clero (1791) e a conspira\u00e7\u00e3o jacobina nos Estados Pontif\u00edcios (1794). Obrigado a romper com a Fran\u00e7a, teve que pagar grande soma de dinheiro e dar v\u00e1rias obras de arte. Assistiu \u00e0 derrota da Igreja na Fran\u00e7a e a apostasia de centenas de cat\u00f3licos na Revolu\u00e7\u00e3o Francesa.\n\nDepois de constitu\u00edrem a Rep\u00fablica Cisalpina no norte da It\u00e1lia (1797) e de Napole\u00e3o ter imposto o tratado de Tolentino (1797), as tropas francesas invadiram Roma para vingarem o assassinato do general Duphot. Por ordem de Napole\u00e3o Bonaparte o papa foi levado como prisioneiro para Siena, depois para Floren\u00e7a e, por fim, para Valence, Fran\u00e7a, onde terminou seus dias na pris\u00e3o. Este papa tamb\u00e9m \u00e9 lembrado como um grande mecenas, protetor entre outros, de A. Canova e J. L David e promotor tanto do enxugamento dos Pauis Pontinos como da constru\u00e7\u00e3o da estrada Velletri-Terracina.
